The UK is a highly centralised state: power is focused in London where the UK Parliament resides.
However, the 3 Celtic nations over time have negotiated the transference of some powers from London to their own devolved national assembly (Wales, NI) or Parliament (Scotland: reflecting the much greater powers it has compared to the other 2).
